It's a clip from Shark Attack 3, a direct-to-DVD movie that involves a big shark killing people.
Apparently, the movie is so bad that it's finding quite a bit of attention on the internet (as bad things inevitably do).
The special effects are clearly just stock footage of regular sharks with people pasted on top. It's hilariously awful, and you can see the clips on YouTube.
